THIS FIRST OF A FOUR-VOLUME SERIES PROVIDES THE BLUEPRINT FOR INSTALLING THE STANDARDIZED CRIME REPORTING SYSTEM (SCRS) AND CONTAINS THE BASIC SCRS DATA ELEMENTS AND CRITERIA TO MEASURE DEFICIENCIES.
Abstract
SCRS IS A VALIDATED SYSTEM MODEL THAT INTEGRATES THE THREE BASIC FUNCTIONS OF A CRIME REPORTING SYSTEM: DATA CAPTURE, DATA MANAGEMENT AND CONTROL, AND DATA ULTILIZATION. THE MODEL DEFINES THE INFORMATION REQUIREMENTS OF ALL CRIME REPORTING FORMS USERS AND PROVIDES THE MEANS FOR EFFECTIVELY COLLECTING, STORING, USING, AND DISSEMINATING DATA. THE SCRS MODEL WAS TESTED IN OPERATIONAL LAW ENFORCEMENT SETTINGS TO DETERMINE TECHNICAL FEASIBILITY AND UTILITY. THE SITES, CHOSEN TO REFLECT VARIED OPERATIONAL ENVIROMENTS, INCLUDED NORTH LAS VEGAS, NEV.; DURANGO, COLO.; BELLMAR AND ENGLEWOOD, N.J.; AND THE NEW JERSEY STATE POLICE. THE GUIDE DELINEATES STEPS IN PROJECT PLANNING, SYSTEMS ANALYSIS, DESIGN, DEVELOPMENT AND IMPLEMENTATION, MONITORING AND ASSESSMENT, AND DOCUMENTATION. IT ALSO OUTLINES THE SCRS IMPLEMENTATION CRITERIA DEVELOPED USING SGI TECHNICAL REPORT NO. 9 AS A BASIC SOURCE DOCUMENT. THESE CRITERIA WERE FURTHER REFINED THROUGH KNOWLEDGE GAINED FROM AN EXTENSIVE LITERATURE REVIEW, FROM PRACTITIONERS IN THE FIELD, FROM IDEAS PRESENTED BY SCRS COMMITTEE MEMBERS, AND FROM ATTENDANCE BY SCRS STAFF AT SEMINARS AND WORKSHOPS. THE CRITERIA ADHERE CLOSELY TO UCR STANDARDS ARE PRESENTED UNDER THE HEADINGS OF DATA CAPTURE, SYSTEM MANAGEMENT AND CONTROL, AND DATA UTILIZATION. EACH OF THE 18 CRITERIA ARE PRESENTED AS A STATEMENT WHICH ESTABLISHES A MODEL FOR IMPLEMENTING SOME SCRS SEGMENT. THE GOALS AND OBJECTIVES OF THE CRITERION ARE ALSO LISTED AND SOME RECOMMENDATIONS AND NOTES ARE INCLUDED.
