DEMOGRAPHIC, HOUSING, EMPLOYMENT, PUBLIC SAFETY, AND OTHER INFORMATION ARE PRESENTED FOR BAINBRIDGE AND BLACKWELL, VIRGINIA, TWO POOR RICHMOND NEIGHBORHOODS, FOR A SOCIAL SERVICE NEEDS ASSESSMENT.
Abstract
BAINBRIDGE AND BLACKWELL (B/B) ARE ADJOINING AND CONTAIN A TOTAL OF 4,500 TO 5,000 PERSONS, ABOUT 2 PERCENT OF RICHMOND'S 1978 POPULATION TOTAL. THE NEIGHBORHOOD'S RESIDENTS ARE 77 PERCENT BLACK, AND 52 PERCENT ARE UNDER 20 YEARS OF AGE (ONLY 29 PECENT OF RICHMOND IS UNDER 20). SINCE 1970, THE B/B POPULATION HAS REMAINED STABLE. THE TWO NEIGHBORHOODS HAVE MUCH MULTI-FAMILY HOUSING, AND ABOUT 80 PERCENT OF ALL HOUSING IS RENTED. SEVENTY-SEVEN PERCENT OF ALL HOUSEHOLDS IN BOTH NEIGHBORHOODS WERE HEADED BY A SINGLE PARENT OR OTHER RELATIVE. ALMOST 2,000 BLACKWELL CITIZENS LIVE IN PUBLIC HOUSING, WHILE THE MEDIAN FAMILY INCOME FOR BOTH NEIGHBORHOODS IS $4,900, COMPARED WITH $16,000 FOR RICHMOND AS A WHOLE. ABOUT 52 PERCENT OF BIRTHS, 1970 TO 1978, IN B/B WERE ILLEGITIMATE AND 40 PERCENT OF ALL MOTHERS WERE UNDER 19. THE AREA'S UNEMPLOYMENT RATE IS 8 PERCENT, TWICE THE RICHMOND AVERAGE, AND TWICE THE B/B AVERAGE IN 1970. MOST PEOPLE ARE EMPLOYED IN NON-PROFESSIONAL JOBS, AND YOUTH UNEMPLOYMENT MAY BE HIGH. ABOUT 5 PERCENT OF ALL RICHMOND YOUTHS ARRESTED WERE FROM B/B, MOST FOR PETIT LARCENY AND SIMPLE ASSAULT; FURTHER, ADULT AND JUVENILE CRIME STATISTICS ARE PROVIDED. NEARLY 2,000 B/B RESIDENTS RECEIVE PUBLIC ASSISTANCE, OR ABOUT 25 PERCENT OF ALL B/B HOUSEHOLDS. TABLES AND APPENDIXES PROVIDING GEOGRAPHICAL INFORMATION ARE INCLUDED.
