THIS REPORT DESCRIBES AN ADVANCED PUBLIC SAFETY COMMUNICATIONS SYSTEM DESIGN THAT IS FLEXIBLE ENOUGH TO ACCOMMODATE NEW ELECTRONIC SYSTEMS AND TO EXPAND WITH EXPECTED HENNEPIN COUNTY POPULATION GROWTH.
Abstract
THE RECOMMENDATIONS INCLUDE (1) A TWO-WAY RADIO SYSTEM THAT PERMITS INCREASED COORDINATION OF ACTIVITIES FOR LAW ENFORCEMENT AGENCIES, A CLEAR EMERGENCY CHANNEL, TWO FOUR-CHANNEL RADIOS IN EVERY MOBILE UNIT, AND DISPERSION OF BASE STATION EQUIPMENT; (2) A 911 EMERGENCY TELEPHONE SYSTEM TO BE IMPLEMENTED FOR HENNEPIN COUNTY BY JANUARY 1, 1976; (3) A CENTRALIZED DISPATCH CAPABLE OF HANDLING THE DISPATCH OPERATIONS OF ALL SHERIFF, POLICE, AND FIRE ACTIVITIES IN HENNEPIN COUNTY; (4) CONTINUANCE OF THE PRESENTLY PLANNED ONE-WAY AND TWO-WAY DIGITAL PROGRAMS IN SUBURBAN HENENPIN COUNTY AND THE CITY OF MINNEAPOLIS; AND (5) INCORPORATION OF A TELEVISION SITUATION SURVEILLANCE SUBSYSTEM TO BRING BACK LIVE PICTURES OF MAJOR INCIDENTS SUCH AS LARGE FIRES AND CIVIL DISTURBANCES. A COST SUMMARY IS FOLLOWED BY DETAILED DESCRIPTIONS OF EACH COMPONENT, COST ESTIMATES, FOLLOW-ON WORK REQUIRED, AND A DISCUSSION OF SPECIAL SITUATIONS INCLUDING METROPOLITAN STADIUM CROWDS AND WATER PATROL.
