THE PHYSICAL FACILITIES OF WYOMING'S RAWLINS STATE PENITENITARY ARE EVALUATED.
Abstract
THE ASPECTS OF THE FACILITY EXAMINED IN 1976 WERE BUILDING CODE CONFORMANCE, THE CONFORMITY OF THE FACILITY TO EMERGING DETENTION CRITERIA, PENITENITARY SECURITY, BUILDING MECHANICAL SYSTEMS, ELECTRICAL SYSTEMS, AND SITE UTILITY SYSTEMS. THE EXISTING FACILITY, IT IS ANTICIPATED, SHOULD PROVIDE INMATE HOUSING FOR AT LEAST 4 TO 5 YEARS MORE, REGARDLESS OF ANY FUTURE BUILDING PLANS. DURING THIS TIME, THE BUILDING MUST BE REPAIRED AS NECESSARY TO PROVIDE NEEDED FACILITIES AND SERVICES. THE EXISTING PENITENTIARY MAY BE USEFUL FOR A CERTAIN NUMBER AND CLASS OF INMATES IF ACCOMPANIED BY EXTENSIVE REMODELING AND SOME DEMOLITION, ALONG WITH THE REPLACEMENT OF THE UTILITY SYSTEM. ADEQUATE AND EFFECTIVE PROGRAMS AND FACILITIES MUST BE DEVELOPED WITH ANY CONTINUED USE OF THE PENITENTIARY. A FURTHER COST-BENEFIT ANALYSIS IS NECESSARY IF THE COSTS NECESSARY TO MEET CERTAIN STANDARDS ARE TO BE DETERMINED. THIS MONOGRAPH IS TO BE FOLLOWED BY A REPORT ON PENITENTIARY SITE CONSIDERATIONS AND USE, POTENTIAL APPROACHES TO FACILITY USE, AS WELL AS COST/OPERATIONAL CONSIDERATIONS. THE APPENDIXES CONTAIN MEMORANDUM WRITTEN WITH RESPECT TO FACILITY INSPECTIONS. (RCB)
