INTERNATIONAL COOPERATION AS A MEANS OF CONTROLLING AND PREVENTING VIOLENT CRIMES IS ADVOCATED FROM THE PERSPECTIVE OF SMALL CARIBBEAN COUNTRIES WITH ENDEMIC CRIME PROBLEMS THAT THREATEN THEIR ECONOMIC VIABILITY.
Abstract
THE BRITISH ANTILLES, AS WELL AS THE OTHER SMALL EASTERN CARIBBEAN COUNTRIES, RELY ON TOURISM AS THEIR MAIN SOURCE OF REVENUE. HOWEVER, A CRIME-FREE AND POLITICALLY TRANQUIL ATMOSPHERE IS REQUIRED TO MAINTAIN THE INFLUX OF FOREIGN VISITORS. UNFORTUNATELY, THE BRITISH ANTILLES HAVE PROBLEMS OF CRIME AGAINST TOURISTS AND IDEOLOGICALLY AND POLITICALLY MOTIVATED CRIMES AGAINST RESIDENT ALIENS. THIS ARTICLE DEALS WITH MEANS OF ACHIEVING INTERNATIONAL COOPERATION, ESPECIALLY COOPERATION AMONG SMALL CARIBBEAN COUNTRIES, TO COORDINATE EFFORTS IN THE FIELD OF CRIMINAL JUSTICE AND LAW ENFORCEMENT. PLANS FOR IMPROVEMENT OF PENAL JUSTICE IN THE THIRD WORLD, OR DEVELOPING COUNTRIES, ARE NEEDED. WORLDWIDE EXCHANGE OF POLICE DATA SHOULD BE PART OF INTERNATIONAL COOPERATION IMPLEMENTATION. LOCALLY, ORGANIZATIONS AND AGENCIES IN CHARGE OF POLICE PERSONNEL TRAINING, INCLUDING THE TEACHING OF CRIMINOLOGY AND CRIMINALISTICS, SHOULD BE ESTABLISHED WITH THE ACTIVE SUPPORT AND COOPERATION OF LOCAL UNIVERSITIES, AS WELL AS FOREIGN ORGANIZATIONS (E.G., IN GREAT BRITAIN, CANADA, AND THE UNITED STATES). THE STUDY CONCLUDES WITH A HOPEFUL LOOK AT THE FUTURE OF INTERNATIONAL COOPERATION IN THE PENAL FIELD FOR ITS IMPACT ON SMALL THIRD WORLD COUNTRIES, SUCH AS THE BRITISH ANTILLES AND OTHER CARIBBEAN NATIONS. --IN SPANISH.
