THIS TECHNICAL ASSISTANCE REPORT PREPARED FOR THE YORK, NEBR., POLICE DEPARTMENT RECOMMENDS A NUMBER OF SHIFT AND ASSIGNMENT CHANGES TO HELP A SMALL POLICE FORCE MEET A VARIETY OF SPECIALIZED NEEDS.
Abstract
THE YORK POLICE DEPARTMENT HAS 11 SWORN OFFICERS AND 6 CIVILIAN EMPLOYEES TO SERVE A TOWN OF 8,000. THIS EVALUATION RECOMMENDS A MORE FORMAL ORGANIZATIONAL STRUCTURE, ELIMINATION OF THE SPLIT SHIFT TO STRENGTHEN THE BASIC SHIFT, AND SUGGESTS VARIOUS ROTATIONS OF DUTIES TO HELP MEET THE NEEDS FOR A JUVENILE OFFICER AND AN INVESTIGATOR WHILE STILL MAINTAINING SUFFICIENT MANPOWER ON PATROL. IT IS ALSO RECOMMENDED THAT THE DEPARTMENT BUY ONE MORE CAR TO HAVE SOME RESERVE IN CASE OF BREAKDOWN. LIAISON WITH OTHER COMMUNITY AGENCIES AND WITH THE COUNTY SHERIFF'S OFFICE ARE ALSO DISCUSSED. IT WAS CONCLUDED THAT THE SALARY LEVEL SHOULD RAISED. THE APPENDIXES SHOW A CHART FOR THE PROPOSED REORGANIZATION AND PROPOSED SHIFT ROTATIONS.
