THE REPORT CONTAINS ALL BASIC DATA REQUIRED TO PLAN THE IMPLEMENTATION OF 911 UNIVERSAL EMERGENCY TELEPHONE SERVICE IN 80 OF MINNESOTA'S 87 COUNTIES.
Abstract
PREPARED BY A CONSULTING ENGINEERS COMPANY AND FUNDED BY A GRANT FROM THE GOVERNOR'S COMMISSION ON CRIME PREVENTION AND CONTROL, THE REPORT IS DESIGNED TO (1) DETERMINE DETAILS FROM WHICH ALTERNATIVE METHODS CAN BE DESIGNED FOR INCLUDING 911 SERVICE IN A COMPLETELY INTEGRATED PUBLIC SAFETY COMMUNICATION SYSTEM, AND (2) DETERMINE COST AND OTHER PARAMETERS WHICH CAN BE USED TO GUIDE POLICY AND APPROPRIATE FUTURE PLANNING. DATA WERE OBTAINED FROM MEETINGS WITH MINNESOTA PUBLIC SAFETY AGENCIES, TELEPHONE COMPANIES, AND FEDERAL AND STATE AGENCIES. THE REPORT IS DIVIDED INTO THREE BASIC PARTS: A SUMMARY OF OBSERVATIONS AND RECOMMENDATIONS, A DISCUSSION OF STUDY DATA (EQUIPMENT, PERSONNEL, ETC.) IN GENERAL TERMS, AND SPECIFIC DATA FOR EACH OF 80 COUNTRIES. THE ANALYSIS OF THE DATA INCLUDED THE FOLLOWING MAJOR OBSERVATIONS AND RECOMMENDATIONS: BECAUSE OF LACK OF LOCAL EXPERTISE, THE STATE OF MINNESOTA SHOULD PROVIDE TECHNICAL ASSISTANCE IN PLANNING AND IMPLEMENTATION; NINE-ONEONE ANSWERING CENTERS SHOULD BE MAINTAINED AT LAW ENFORCEMENT DISPATCHING CENTERS; AND MININMUM QUALIFICATIONS FOR ALL-ANSWERING PERSONNEL SHOULD INCLUDE SOME LAW ENFORCEMENT, MEDICAL, AND FIRE TRAINING. SINCE THE TELEPHONE COMPANIES IN OUTSTATE AREAS WILL REQUIRE EXTENSIVE UPGRADE OF SERVICES, A TIME FRAME OF 1985 SHOULD BE ALLOWED FOR TOTAL CONVERSION OF THE STATE. AUTOMATIC NUMBER IDENTIFICATION, THOUGH DESIRABLE, SHOULD BE MADE OPTIONAL FOR OUTSTATE SYSTEMS BECAUSE OF THE MODERATELY HIGH RECURRENT COSTS.
