THIS JOURNAL ARTICLE PRESENTS GUIDELINES FOR AN EFFECTIVE PREVENTION PROGRAM AGAINST THE LOSS OF AIR CARGO.
Abstract
FREIGHT IS MOST VULNERABLE DURING THE INTERFACE BETWEEN GROUND AND AIR TRANSPORTATION, SO TRUCKS MUST BE UNLOADED CAREFULLY; THE CARGO AGENT SHOULD VERIFY THE COUNT, CHECK FOR SEVERAL KEY ITEMS, MAKE SURE THE PACKAGING IS ADEQUATE WITH PROPER LABELS, AND MAKE SURE THE VALUE INFORMATION AND COMMODITY IS SHOWN ON THE SHIPPING DOCUMENTS, AND SIGN AND TIME STAMP THE ITEMS WHEREVER POSSIBLE. THE ORIGIN STATION'S COPY OF THE WAYBILL SHOULD BE PHYSICALLY SEPARATED FROM THE OTHER COPIES. A SHIPMENT SHOULD BE PREPARED IN SUCH A WAY AS TO LIMIT THE NUMBER OF TIMES IT IS HANDLED BY THE AIRLINE WAREHOUSING SYSTEM, AND THE CARGO AND DOCUMENTS SHOULD ARRIVE AT THE STAGING AREA TOGETHER. DISPATCHERS MUST BALANCE CONSIDERATIONS OF SPACE, WEIGHT, SPECIAL HANDLING, AND RESERVE STATUS FOR PREPARATION OF THE MANIFEST, AND THEIR ACCURACY IS CRITICAL. GROUND VEHICLES SHOULD BE SEALED, AND THE SEAL NUMBER DOCUMENTED. STRICT TIME STANDARDS SHOULD BE SET AND ENFORCED FOR MOVEMENTS BETWEEN TERMINALS. AN ACCURATE SYSTEM TO CHECK IN FREIGHT IS TO HAVE THE CHECKER COUNT THE PIECES WITHOUT KNOWING THE EXACT TOTAL. ANOTHER IS TO CHECK THE SHIPMENT AGAINST THE WAYBILL. BOTH METHODS INVOLVE DOUBLECHECKING. STORAGE LOCATION SHOULD BE CAREFULLY NOTED ON THE AIR WAYBILL, WHILE INBOUND, OUTBOUND, AND DAMAGED CARGOES SHOULD BE REPLACED IN SEPARATE STORAGE AREAS. FINALLY, THE PICKUP AREA SHOULD BE TIGHTLY SECURED FOR THIS IS WHERE SECURITY IS MOST IMPORTANT. PHOTOGRAPHS ARE INCLUDED.
