NONRESIDENTIAL AND RESIDENTIAL ALTERNATIVES TO SECURE DETENTION FOR STATUS OFFENDERS IN THE EARLY STAGES OF CONTACT WITH THE JUVENILE COURT ARE DESCRIBED IN A HANDBOOK FOR NEW YORK STATE COMMUNITIES.
Abstract
THE HANDBOOK OPENS WITH A DISCUSSION OF DIRECTIONS IN THE TREATMENT OF JUVENILE STATUS OFFENDERS IN NEW YORK, MAJOR TYPES OF ALTERNATIVES TO SECURE DETENTION FOR STATUS OFFENDERS, AND THE IMPORTANCE OF INTAKE SCREENING IN THE JUVENILE JUSTICE SYSTEM. PROGRAM MODELS ARE THEN PRESENTED FOR 11 ALTERNATIVES, TO SECURE DETENTION TESTED IN NEW YORK AND OTHER STATES. EACH MODEL INCLUDES A SUMMARY OF THE PROGRAM'S EMPHASIS, LOCATION REQUIREMENTS, MAJOR CHARACTERISTICS, AND COST FACTORS, FOLLOWED BY DETAILS OF OPERATION AND ADMINISTRATION, AND SOURCES OF ADDITIONAL INFORMATION. NONRESIDENTIAL ALTERNATIVES ARE FAMILY COURT COMMUNITY AIDE PROGRAMS, USING PARAPROFESSIONALS TO SUPERVISE YOUTHS DURING THE COURT PROCESS, EVENING REPORT CENTERS, DAY TREATMENT CENTERS, AND FAMILY CRISIS INTERVENTION SERVICES. RESIDENTIAL ALTERNATIVES ARE FOSTER HOMES (BOTH CONVENTIONAL FOSTER HOME PROGRAMS, AND A PROGRAM USING VOLUNTEERS); PROCTOR PROGRAMS, IN WHICH ADULTS PROVIDE TROUBLED YOUTHS WITH INTENSIVE, ONE-TO-ONE ATTENTION IN A RESIDENTIAL SETTING; RUNAWAY HOMES; AGENCY-OPERATED BOARDING HOMES; GROUP HOMES; AND STRUCTURED GROUP RESIDENCES.
