POLICIES AND PROCEDURES TO GUIDE THE DAY-TO-DAY OPERATIONS OF JUVENILE DETENTION CENTERS IN FLORIDA ARE PRESENTED IN A MANUAL FOR DETENTION CENTER STAFF.
Abstract
THE HISTORICAL BACKGROUND OF JUVENILE DETENTION IN FLORIDA AND THE PHILOSOPHY UNDERLYING THE USE OF DETENTION ARE REVIEWED. DETAILED POLICIES AND PROCEDURES ARE THEN PRESENTED, IN OUTLINE FORMAT, IN SEPARATE CHAPTERS ON ADMISSIONS, INCLUDING CRITERIA, SEARCHES, PERSONAL PROPERTY INVENTORY, ORIENTATION, AND RECORDKEEPING; RELEASE, ENCOMPASSING AUTHORIZATION AND PROCEDURE; CHILD SUPERVISION AND CARE; AND SECURITY. OTHER AREAS COVERED ARE PROGRAM DEVELOPMENT; VISITING, CORRESPONDENCE, AND USE OF TELEPHONES; MEDICAL CARE; AND RECOGNIZING AND DEALING WITH SUCH SPECIAL DETAINEES AS DRUG USERS, SUICIDAL YOUTHS, SEXUAL DEVIANTS, AND DIABETICS. OTHER PROCEDURES DEAL WITH NONSECURE DETENTION (SCREENING, SUPERVISION, ROLE OF STAFF); EDUCATION, INCLUDING SURVIVAL TRAINING; VOLUNTEER SERVICES; AND TRANSPORTATION. COPIES OF RECORDKEEPING FORMS ARE PROVIDED.
