THIS SERIES OF ARTICLES ADDRESSES METHODS FOR EVALUATING, MONITORING, OR AUDITING THE PRODUCTIVITY, QUALITY, AND EFFECTIVENESS OF PUBLIC SERVICE ORGANIZATIONS, ESPECIALLY POLICE AND FIRE AGENCIES.
Abstract
A SERVICE PRODUCTION MODEL, ALONG WITH EVALUATIVE CRITERIA MEASURES FOR EFFECTIVENESS, RESPONSIVENESS, EQUITY, AND EFFICIENCY IS PRESENTED FOR USE IN ANALYZING AND EVALUATING THE PERFORMANCE OF PUBLIC AGENCIES. ADDITIONALLY, THE METHODOLOGY DEVELOPED FOR DESCRIBING INTERORGANIZATIONAL ARRANGEMENTS FOR PRODUCING POLICE SERVICES IN METROPOLITAN AREAS IS DETAILED AS PART OF AN EMPIRICAL STUDY. AN APPROACH TO THE PROCESS OF PRODUCTIVITY IMPROVEMENTS IS THEN OUTLINED FOR FIRE AND POLICE SERVICES IN SMALL AND MEDIUM-SIZE CITIES; A MUTUAL PROBLEM IDENTIFICATION AND PROBLEM SOLVING STRATEGY IS UNDERSCORED. STATE CRIMINAL JUSTICE EXPENDITURES AND EMPLOYMENT ARE RELATED TO STATE CRIME RATES IN ANOTHER ANALYSIS, WITH RESULTS SHOWING THAT THOSE STATES WHICH COMMIT MORE RESOURCES TO CRIMINAL JUSTICE DO NOT NECESSARILY EXPERIENCE LOWER CRIME RATES. A SYSTEM OF PRODUCTIVITY MEASUREMENT FOR PATROL OFFICERS WITHIN A CITY POLICE DEPARTMENT (PRODME) IS DEFINED AS AN INTERNAL POLICE MANAGEMENT TOOL FOR MONTHLY EXAMINATIONS OF INDIVIDUAL POLICE OFFICERS WHICH CAN, WHEN USED CORRECTLY, IMPROVE POLICE PRODUCTIVITY. A METHOD FOR THE APPLICATION OF SELECTIVE INDICATORS EMPHASIZES THE CRITICAL IMPORTANCE OF MEASURING PATROL EFFICIENCY PRIOR TO EFFECTIVENESS AS A GUIDE TO POLICYMAKING. A STUDY OF THE VILLAGE OF TINLEY PARK, ILL., ARGUES THAT WHILE HISTORICALLY THE FOCUS OF PRODUCTIVITY IMPROVEMENT AND MEASUREMENT HAS EMPHASIZED QUANTITY, QUALITY MAY BE MORE CRITICAL AND MORE CONTROLLABLE.
