THE 1977 COMPARATIVE DATA REPORT ANALYZES SIGNIFICANT TRENDS AND HIGHLIGHTS OF THE ADMINISTRATION AND MANAGEMENT OF STATE POLICE AND HIGHWAY PATROLS AND OPERATIONS OF STATE AND PROVINCIAL POLICE.
Abstract
DATA WERE COLLECTED USING A SURVEY QUESTIONNAIRE. THE RESPONDING LAW ENFORCEMENT AGENCIES ARE ALL MEMBERS OF THE DIVISION OF STATE AND PROVINCIAL POLICE OF THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE. THE RESOURCE DOCUMENT PROVIDED TO THE AGENCIES WAS DESIGNED TO ELICIT INFORMATION SUFFICIENT TO PERMIT A TOTAL EXAMINATION OF LAW ENFORCEMENT STRUCTURES AND RESPONSIBILITIES IN THEIR JURISDICTIONS. AN ATTEMPT WAS MADE TO DETERMINE IF A SIGNIFICANT CHANGE IN STATE LAW ENFORCEMENT STRUCTURES HAD BEEN UNDERWAY WHICH HAD RESULTED IN SIGNIFICANTLY ENLARGING THE NUMBER OF STATE POLICE ORGANIZATIONS; DATA INDICATE THAT STATE POLICE ORGANIZATIONS EXIST IN 33 STATES AT PRESENT. DATA ARE PRESENTED IN TABULAR FORM, BUT EACH NEW SECTION OPENS WITH NARRATIVE SUMMARIZING THE RESPONSES. THE FIRST SECTION DEALS WITH EMPLOYEE BENEFITS. WITHIN IT ARE RESPONSES CONCERNING EMPLOYEE ORGANIZATIONS AND MANAGEMENT PREROGATIVES THAT ARE AFFECTED BY ORGANIZATIONS. TRENDS IN EMPLOYEE BENEFITS INCLUDE DECREASES IN OVERTIME WITHOUT PAY AND INCREASES IN SHIFT DIFFERENTIAL PAY. ENVIRONMENTAL PROGRAMS, VEHICLE AND TRAFFIC LAWS, DRUG ABUSE CONTROL, AND THE INVESTIGATION OF ORGANIZED CRIME ARE COVERED UNDER EXECUTIVE, JUDICIAL, AND LEGISLATIVE DATA. NUMEROUS OPERATIONS ARE DESCRIBED; SOME OF THESE ARE PLANNING AND RESEARCH UNITS, INTERNAL AFFAIRS UNITS, COUNSELING PROGRAMS, AIRCRAFT OPERATIONS, CRIME LABORATORIES, NARCOTICS UNITS, AND INTELLIGENCE OPERATIONS. THE STUDY OF PERSONNEL SELECTION REPORTED HERE COVERED A 2-YEAR PERIOD FOR WHICH COMPLETE ANNUAL DATA ARE PROVIDED. SOME TRENDS REPORTED ARE THE LOWERING OF THE MINIMUM AGE REQUIREMENTS AND THE RAISING OF EDUCATIONAL STANDARDS. APPLICATIONS, TESTING, ELIGIBILITY LISTS, AND HIRING ARE DETAILED IN TABLES. DATA TABLES LIST 55 UNITED STATES AGENCIES FOLLOWED BY 3 CANADIAN RESPONDENTS.
