The activities, accomplishments, and problems relative to Hawaii's Felony Offender Computerized Update System (FOCUS) and Corrections Master Plan Management Information System are reported.
Abstract
The Corrections Research and Statistics Bureau of the Department of Social Services and Housing laid the foundation for the research and information systems unit of the Intake Service Center, which is a new organizational entity created by the State's Correctional Master Plan. The unit is to provide statistics, analysis, and data processing services to all Intake Service Centers, the Corrections Division, and the Board of Parole and Pardons. Included with the Bureau's report on FOCUS is a dictionary of FOCUS data elements; a contractor's report on the early phases in the development of the Management Information System (the report contains offender flow charts, a summary of potential Intake Service Center functions and organization, and information on legal issues related to the centers); and a contractor's report on the proposed conceptual system design for the Management Information System. Although FOCUS began before the data systems model called the OBSCIS project was initiated, many of the concepts of the OBSCIS model are being implemented in the system.
