The standards presented draw heavily from recent Federal court decisions and are listed under the topics of health standards, physical operations, classification systems, rehabilitation programs, discipline, communications and censorship, patrol, and education. Current services in each of the four county jails are detailed in narrative form in the areas of health provisions, classification systems, rehabilitation programs, discipline, and miscellaneous. Narrative is also provided to describe the existing physical plants of the jails in the four counties. One of the most encouraging findings is the cooperative spirit existing between the four counties, particularly in the areas of education and mental health services. This should facilitate the development of any future cooperative endeavors, such as the administration of a four-county corrections facility. Recommendations are offered for the organization and administration of a four-county facility, as well as the offender classification system used. The study methodology and some problems encountered in its implementation are discussed. An organizational chart of the proposed four-county facility is included.
