The findings and recommendations encompass a system configuration, a system management format, and financing methods. Preliminary findings of the committee centered on the reduction in response time to critical event calls with the use of the 911 service and a computer-assisted dispatch (CAD) subsystem and benefits which result in costs reduction. Among recommendations the committee made are (1) implementation of a nonselective routing-consolidated dispatch system with a CAD subsystem and with provision of transfer service to any remaining disperse dispatch location; (2) establishment of an effective, formal, personnel training and certification program before 911 implementation; and (3) adoption of the automatic number identification (ANI) and the automatic location identification (ALI) features. Other recommendations focused on conversion of public pay telephones to the coin-free dialing feature, consideration of local command and control concerns and establishment of appropriate design criteria, system management responsibility designated to a county 911 administrator and an operating practices board, and financial planning for capital costs through a grant or the 1981 capital funds budget, a bond, or the spreading of the capital costs over several fiscal years through slow implementation. Implementation of the 911 service calls for adoption of a plan by the Monroe County Legislature and the drafting of final agreements with the city of Rochester and subscriber agencies, transition plans, funding, CAD system development, 911 call delivery subsystem development, and a schedule of subtask efforts.
