This manual describes the Intergrated Criminal Apprehension Program (ICAP) Model Records System to aid ICAP police departments and those participating in the Records Management Technology Transfer Program.
Abstract
The model is intended for small and medium size agencies with no automated records sections, although a number of records systems and management concepts discussed herein are germane to all law enforcement agencies regardless of size. Detailed task plans which procedurally delineate the steps involved in designing, implementing, and operating each component of the model are provided. Following an introductory section, the goals, objectives, and basic system requirements of the model are described. The following three major components of the model are defined: data collection, quality control, and data management. Each component of the structure is presented in modular form. Examples of data collection instruments for communications, patrol, and investigative personnel are included, and the procedures for completing them are explained. Data management concepts are also considered, with a discussion of data collation and examples of data collation instruments presented, along with instructions for completing each. Data storage design is examined; data files and indexes and the procedures for their maintenance are described. Finally, the Model Records System implementation plan is presented. Appendixes contain a description of the ICAP program, suggestions for a telephone report unit, a crime report manual, call prioritization guidelines, and a sample implementation work plan for the records system. Diagrams and sample forms are provided.
