Individual sections present demographic information and narrative reports from the Administrative, Patrol, Service, and Detective Divisions. Tables and graphs provide data on resources, expenditures, personnel characteristics, motor vehicle accidents, crimes, clearance rates, offender characteristics, value of property stolen and recovered, missing persons, suicides, and miscellaneous services rendered by the police. The incidence of major crime increased slightly over the previous year. Fewer homicides and burglaries were reported, but the number of robberies increased significantly. Police personnel responded to 72,400 calls for service during 1979, a decrease of over 4,500 from 1978. Over $300,000 in fines and forfeitures was collected for 15,520 hazardous and 32,959 non-hazardous citations. Complaints against police personnel numbered 115, but most of the allegations were determined to be without justification. Finally, the Department continued its participation in the 911 Emergency Calling System which was instituted in 1978 as part of the Department's reorganized Communications Bureau.
