During 1974-1975, a capital expansion program was begun to combat the prison population increase. In addition, new guidelines were adopted for the work release and furlough programs, drug abuse training was undertaken for 4,000 corrections employees, and the classification and records system was modernized. During the following year the Work Release House for Women was opened and received its first 25 residents, more than 700 employees received training in Equal Employment Opportunity laws and regulations, and new correctional facilities were built. Additional prison facilities were constructed and records systems improved in 1976-77. Major legislative changes in the State's Juvenile Code were implemented in the following years. Maps depict administrative regions, major institutions, field units, and adult probation and parole districts. Tabular and graphic illustrations show escape rates from 1970 to 1979. Other data show the number of felons and misdemeanants confined by offense as of June 30, 1979, a summary of departmental expenditures, financial statements of adult and juvenile facilities, and population surveys. Finally, activities of the Virginia Parole Board are described; data are included on parole board actions, parole releases, and parole discharges for July 1, 1978, through June 30, 1979. Trends in parole board actions from 1974 are also summarized.
