This report examines the activities and accomplishments of the Ohio Public Defender Commission, the State Public Defender Office, and the county public defender offices and assigned counsel systems during 1980.
Abstract
The commission designed an evaluation process for county indigent defense programs, which should contribute to uniform standards of services across the State. It promulgated a rule of defender and assigned counsel qualifications and established standards for the reimbursement of assigned counsel and public defender operations and maximum fees for assigned counsel cases. Tables present data on the expenditures of the State Public Defender Office during 1979 and 1980 and on the amount of legal services offered since 1977. The three reimbursement programs operated by the defender office are described, and a table shows the State share of county expenditures for assigned counsel programs for each quarter of 1980 and for the three preceding fiscal years. The State share of county expenditures for public defender officers is also illustrated. A listing of county public defenders and their addresses is furnished along with a listing of the type of staff employed by each office.
