In 1977, the Education and Training Program of the Canadian penitentiary system was criticized by the Parliamentary Subcommittee, which claimed deficiencies in quality, course content, curriculum, teacher qualifications, and the meeting of accreditation requirements. As a result of that criticism, the Correctional Service of Canada arranged for a review of the program under an agreement with the Ontario Institute for Studies in Education (OISE). In order to subject the OISE recommendations to the planning method of the Corrections Service of Canada, this report interrelates and expresses in terms of corporate issues the recommendations of the OISE review. The primary issues are stated as (1) the need to clarify the aims and nature of the Education and Training Program, (2) the need to remove the uncertainty throughout the Service concerning the levels and range of educational opportunity which should be made available to inmates, and (3) the need to establish whether the quality of the existing program is satisfactory. In addition to these primary issues, subordinate issues are identified and discussed, followed by a statement of issues raised by a minority of the study group framing the issues.
