The evaluation was conducted between April and December 1979 and focused on the program's four major objectives: (1) to design new field reporting forms which would establish solvability factors and facilitate information flow and to initiate an acceptable report review process; (2) to bring operational/crime analysis, offender specific information to bear on tactical planning and increased apprehensions; (3) to improve police field operations by establishing a patrol deployment plan to include a directed patrol component; and (4) to improve the department's delivery of crime specific services with emphasis on the expansion of the patrol division's role. One improvement was the establishment of a crime analysis unit that regularly provides useful information to patrol, detective, and crime prevention personnel. In addition, an automated information support system was developed to assist crime analysis, operations analysis, and investigative case management. Other accomplishments included the establishment of directed patrol assignment and monitoring procedures, the organization of a program for focusing crime prevention efforts on target areas of the city and the initiation of a comprehensive workload study to assist with productivity improvements. An organization chart, sample forms, and appendixes containing an information systems review, preliminary reports, and crime analysis product samples are provided.
