This report presents a process evaluation of the second year of operation of the Integrated Criminal Apprehension Program (ICAP) of the New Orleans Police Department (NOPD).
Abstract
Project activities from September 1978 through September 1979 are examined. ICAPs' goal was to increase the agency's efficiency and effectiveness through better data collection, data analysis, planning, and service delivery. Project activities included training, organization of crime information, use of crime analysis information, synergistic crime analysis, and modification of data collection techniques. Other activities included basic research into patrol decisionmaking, personnel development, increasing the investigative capacity, and administrative support. Data sources for the evaluation included interviews, NOPD records, information from the district attorney's office, and evaluator observations. Evaluation results indicated that NOPD did not fully implement ICAP objectives but did succeed in initiating many organizational and administrative changes. For example, training of patrol personnel was accomplished, but the use of crime analysis information declined with ICAP training. In addition, new files were created and a new offense report was successfully designed. Recommendations are that future patrol training focus on creative approaches to patrol, operations research be increased, staff of the crime analysis unit be brought to full strength, and efforts be intensified to revise departmental regulations to incorporate ICAP activities. Tables, footnotes, 16 references, and an appendix presenting a survey of patrol personnel are included.
