The project, which was funded through the Comprehensive Employment Training Administration from January through September 1979, provided for the development of model public service employment positions and projects which were to provide offenders and ex-offenders with education and social services. Activities in the areas of research, evaluation, and advocacy aimed to fulfill the following four objectives: to develop formal linkages with prime sponsors, community organizations, and criminal justice agencies to facilitate the funding and support of offender projects; to develop a system of program management and implementation; to initiate 12 model offender projects; and to locate financial resources for the projects. The evaluation compared achievements with objectives and assessed the quality of accomplishments. The results showed that the project was successful in developing the 12 project designs and implementing 1, the Parole and Probation Aides Project in Duval County. In addition, the desired linkages were established, and the system of program management and implementation was completed and presented in a handbook. However, because of the short time frame, funding for all projects could not be achieved. Since the projects may help to alleviate the offender unemployment problem in the State, the implementation of all 12 model projects is recommended. Appendixes contain job descriptions, a list of approaches to solving offenders' problems, implementation ideas, linkage evidence, a list of the model projects, and a list of organizations which received technical assistance.
