A main purpose of PREP-EDD is to develop jobs and arrange employment interviews for ex-offenders whose major need is to locate legitimate work and maintain financial independence without resorting to crime. Other goals are to effect early release of selected inmates to participate in job orientation, counseling, and job interviews; to coordinate services from other agencies and programs which cannot be provided within the scope of PREP-EDD; and to encourage business and labor to adopt policies and practices which provide qualified ex-offenders with fair consideration for employment. Budget preparation, fiscal management, professional staff standards, staff duties, policies, and operations procedures are discussed. Also examined are pre-release services; the role of specialists in working with drug abusers, veterans, handicapped persons, and hard-core cases; the use and selection of volunteers; and working relationships with other community organizations. The nature of job development, methods to achieve success, as well as the encouragement of business and labor to adopt practices which will provide equal opportunity to ex-offenders are considered as well.
