In such programs, units of government form an association for the joint delivery of law enforcement services. This cooperation can range from the sharing of dispatch services to the complete assumption of general law enforcement responsibilities. Such arrangements can reduce costs or improve service delivery. In South Dakota, contracting for services is the most popular form of cooperation. It has proven flexible while not requiring changes in city and county governmental structures. Problems in program development and implementation can be avoided if previous criminal activity and service problems are reviewed and a budget is prepared which includes projections for several years in advance. Other recommended activities include a public relations effort to inform the public of the planned change, the formation of an advisory board, the establishment of an information process for project management, and the preparation of a contract specifying the agreement. Examples of programs and other suggested sources are given. Worksheets for estimating direct hourly personnel costs, vehicle and equipment costs, and contract costs and for preparing budget projections are provided.
