The Massachusetts Department of Correction began implementation of the programs in 1972 in an attempt to provide alternatives to the traditional methods of correctional programming. Community-based correctional centers handle both pre- and postrelease clients and aim to provide them with a smooth transition from totally institutionalized prison life to society. Center residents participate in either work or educational release programs and may receive counseling or other supportive services. Among other developments, the data tables demonstrate that the prerelease population has increased from 100 in 1973 to 131 in 1974, 212 in 1975, and 317 in 1976. A comparison of the total pre-release population with the total institutional population for these years shows that the percentage of pre-release clients has increased from 3.5 percent to 4.8 percent, 7.2 percent, and 11.8 percent, respectively. Even though the total institutional population has increased from 2,031 to 2,057, 2,278, and 2,685, respectively, more and more clients are achieving prerelease status within 18 months of their parole.
