The survey is part of a comprehensive security planning approach, which emphasizes social and physical characteristics of housing sites. The survey has been applied in over 10 housing projects in 10 cities across the nation. When administered to a sample of the resident population, the survey provides data which can also be used to measure the effects of improvements and to compare a housing site with other sites where the survey has also been administered. Furthermore, the findings on victimization can be compared with national data and, in many cases, with citywide data that have been gathered in LEAA Crime Panel surveys. The manual includes a discussion of the purposes and scope of the survey and of the rationale for the questions, guidelines for result analysis and utilization of findings, and representative findings from previously conducted surveys. The appendix contains both the full and abbreviated versions of the survey instrument. The second version was designed for those persons without the need or resources to apply the full instrument. In addition, a supervisor's manual is included which discusses how to organize the survey effort, how to recruit and train interviewers, and how to assure that complete and accurate interviews take place. Checklists and sample forms and letters are provided. Finally, an interviewers' training manual is included. Data tables are present.
