A report is provided on the 1977 activities of the Manpower Demonstration Research Corporation (MDRC), a nonprofit, publicly supported private corporation which designs, manages, and evaluates social programs to serve the economic needs of the disadvantaged.
Abstract
One project -- supported work -- is now in its fourth year and operating in 14 sites; it is designed to test an approach for aiding severely handicapped persons -- ex-offenders, former drug addicts, delinquent youth, and long-term recipients of welfare -- in moving into regular employment through a structured work experience. A second project is a demonstration program in the tenant management of low-rent public housing. The demonstration aims at determining whether public housing tenants can, with financial and technical assistance, assume the responsibility for running the property they rent. A third MDRC undertaking, recently initiated, involves the establishment of experimental centers, called laboratories, at four local offices of the Work Incentive (WIN) program. The aim of the project is to tap the experience of local officials in seeking new and improved ways to employ women receiving Aid for Families with Dependent Children payments. MDRC's most recent project is the Youth Entitlement demonstration program, which is intended to provide a guaranteed job to all eligible youth who live within the designated program locations and remain in or return to school.
