Disturbing the peace, exhibiting a gun in a threatening manner, unlawful assembly, unlawful assembly as a paramilitary organization, rout, riot, lynching, and incitement to riot are discussed. Each major category is broken down into subcategories. For example, unlawful assembly is examined according to the intent of purpose of assembly, conduct made punishable, and the application of the definition. Although the well-trained officer must realize that the first amendment jealously guards against governmental invasion of the rights of free expression and assembly, the officer should be keenly aware that expression may be regulated as to time, place, and manner so that such expression will not substantially interfere with the rights of others.
