Developed to assist employees in administering National Forest land in the Alaska region, this field handbook is a guide to the use of law enforcement as a tool in the protection of people, property, and forest resources.
Abstract
The introductory chapter explains the law enforcement policy aimed at assisting all visitors to obtain a safe, peaceful, and enjoyable experience in their use of the National Forest System. The primary objectives of forest service law enforcement officers are resource protection and public protection. Every Forest Officer has a responsibility to be observant for violation of laws and regulations in National Forests. A discussion of the authority of forest officers covers enforcement of Federal and State law, and areas of overlap. Federal laws greater than petty offenses (i.e., felonies, misdemeanors,) which apply in a forest setting are outlined. A step-by-step guide for taking action in Federal offenses instructs officers on how to deal with offenders, how to handle drug-related problems, and how to deal with juveniles. The section focusing on the Code of Federal Regulations (16 USC 551-petty offenses) includes a Bail Forfeiture Schedule approved by the U.S. District Court for the District of Alaska. The final section offers instructions for issuing and processing violation notices, warning notices, incident reports, and case reports. A glossary of relevant terms concludes the handbook.
