The department provides services to all convicted adult offenders serving sentences longer than 3 months in the State. The organizational structure includes a commissioner, three deputy commissioners, and nine divisions supervised by directors. Significant activities during the year included regionalization of facilities, a 10-year capital improvements plan, facilities' renovations, preparation for administering the death penalty, coping with a budget deficit, expanded use of automated information systems, and a variety of programmatic activities (such as extended work release, an earned work credit program, a victim restitution project, and prison industries). A simplified method for computing good time, Federal assistance, inmate classification, and administrative activities are also discussed, and department publications are listed. The discussion of Corrections Department development emphasizes the evolution of the department from a county system to a centralized State one and from a punishment-oriented philosophy to a rehabilitative one.
