The kit is designed to inform citizens, students, legislators, and agencies of the services NCDYS provides. These include educational, clinical, group living, and support services in both institutional and community-based settings. A profile is presented for the training schools' delinquent population following the implementation July 1, 1978, of legislation prohibiting the commitment of status offenders to training schools. In the previous year, status offenders had constituted 38.7 percent of new admissions, a reduction in the general population in the training schools, and a rise in the percentage of males and blacks admitted. Comparative statistics provided for fiscal years 1978-79 and 1979-80 show the percentage of males and blacks remaining constant while the total population of the schools continues to decline. The kit also contains the annual report for fiscal year 1978-79 of NCDYS's Institutional Services Section. The report contains funding and budget information and descriptions of services for detention facilities and training schools. Also included is the third annual report on community-based alternatives; it presents statistical analysis based on data obtained from programs participating in the community-based alternatives management information system for fiscal year 1979-80. Residential, nonresidential, and school-related programs are covered. Finally, the kit contains brief public information pamphlets on the three major programs -- detention facilities, training schools, and community-based alternatives.
