This report contains recommendations for implementing legislated minimum standards for certification of operators and instructors and procedures for use of radio microwave and other speed-measuring instruments in North Carolina law enforcement agencies.
Abstract
In addition to endorsing National Highway Traffic Safety Agency recommendations, the General Assembly should enact legislation on the admissibility of speed-timing evidence in judicial proceedings and legislation that requires periodic testing of all electronic speed-timing instruments. Appended materials include lists of research commission and radar study committee members, the texts of applicable laws and resolutions, 1981-1982 projected cost breakdowns, and the text of the recommended legislation.
