Accomplishments of the various bureaus are highlighted, including those of the field operations bureau, administrative services, technical services, and inspection services. Statistical data and achievements of the office of the general council, which is responsible for giving legal advice to the police chief and for publishing policy documents on legal issues, are described. The general council also devoted time to an analysis of procedures stemming from the case of Lively v. Cullinane. In finance and management activities, a computerized accounting system was initiated in 1978. The field operations bureau, responsible for the performance of all primary police tasks, focused on finding ways to reward and motivate field personnel. One of the most significant changes made was to upgrade the seven district commanders. Statistical analysis reveals that reported offenses in the department's jurisdiction showed an increase of 0.4 percent over fiscal year 1977, from 49,789 to 49,964. Closed cases totaled 12,125 for a clearance rate of 24.3 percent. Homicides numbered 187; the current incidence is the lowest since 1966. Photographs, tables, graphs, and charts are included.
