The report reviews the history of jail building and overcrowding in Fairfax County and describes some previous studies of the problem. It describes the causes of overcrowding in the ADC, comparing the rate of incarceration in Fairfax with that in other comparable jurisdictions; discusses the role that can be played by programs promoting alternatives to institutionalization; and suggests that the county proceed with planned renovations of existing spaces in the ADC. The report also describes the Work Release Program now operating in the county and recommends that it be separated from the ADC, increased in capacity, and given the capability to provide more extensive services and serve a broader population. All other pretrial and sentencing alternative programs are reviewed; and the task force suggests that the legality of percentage bail deposits be explored, that the county revise and resubmit its grant application for funding of a community diversion program, and that weekend sentences be encouraged. Also discussed are the role of court delay in jail overcrowding and measures to reduce delays by expediting the trial of criminal cases. Plans are proposed for expanding the size of the ADC through construction of a new wing and through development of a correctional camp to house sentenced offenders. Finally, concern is expressed over the need for better education of all citizens about the criminal justice system and local correctional issues. Staffing and operating costs for the new construction proposed by the task force and police analysis of Index crimes in the county are appended. Footnotes and tabular data are provided.
