Some witness problems which gave impetus to the assistance programs are discussed by the NDAA president. These problems include loss of time from their jobs by witnesses who may have to return to court five or six times and the difficult experience of meeting defendants against whom they are testifying. The film depicts a witness trying to make her way through the 'justice maze,' which includes strange buildings, puzzled clerks, and attorneys who sometimes treat witnesses as 'pieces of evidence.'
