Property offenses are examined with respect to the rates, timing, target, median age of persons arrested, and main types of property stolen. Violent crimes are discussed with respect to rates; timing; type of weapon; victim's age, sex, and race; circumstances; and arrests. Juvenile runaway offenses, liquor law violations, and drug abuse arrests are also examined. Offense data are analyzed with respect to administrative district, county, and standard metropolitan statistical area. In 1978, the Index crime rate was 6,012.3, an increase of 1.6 percent over 1977. Between 1977 and 1978, there were no statistically significant differences in the Index or Part II crime rates for the State. The total number of arrests rose only 0.2 percent. The combined metropolitan areas of Portland, Salem, and Eugene evidenced a slight decrease in Index crimes, while the rest of the State showed an increase of 5.7 percent. A profile of the State, an overview of crime reporting in Oregon and the State's criminal justice system, extensive tables, graphs, and appendixes which define offenses and stolen property categories and present the statistical methods used are provided.
