A task force approach is suggested because it provides a highly organizable source of manpower through which the myriad of activities associated with the opening of a new facility can be accomplished. It has also been proven in a number of controlled exercises that there is more knowledge and information in a group than in any of its individual members. However, social pressure can be a major negative force in the task force approach because the desire to be accepted as a good group member tends to silence disagreement. Task forces are planning bodies responsible for identifying functional areas and facilitywide needs as they relate to a specific system or activity, addressing unresolved issues or problems related to the use of the system or activity, as well as for other tasks. Two special function task forces -- 'move' logistics and orientation and training -- must be included in the transition process. Recommendations are also given regarding the membership and size of the task force, the composition and duties of the coordinating committee, and the organizational structure of the task force. A list of points to consider during the transition process is included; they involve the programs task force, the security and administration task force, and the move logistics and orientation and training task force. The ideas presented were used in developing a seminar for local officials entitled 'How to Open New Institutions.' An organizational chart is provided.
