Those testifying include representatives form LEAA, OJARS, the Department of Justice, and State and local associations, as well as a U.S. Congress Representative. Speakers call into question the wisdom of terminating LEAA and cite the benefits of the program and problems the Government will face after its demise. Representative McClory calls for additional administrative funds to ensure that LEAA's remaining funds will be properly expended, and he notes that 30,000 State and local jobs will be affected by the termination of LEAA. A DOJ official notes that, among other proposals for change, the Department is considering requesting an amendment to the juvenile justice reauthorization bill now before Congress to allow governors' discretion to designate another State agency to administer the juvenile justice program.
