The project also tried to describe the programs' organization, illustrate potentially transferable vocational education practices, and generate recommendations to improve program effectiveness. Data were collected through a literature review, site visit interviews, a survey of 73 institution officials, and a review of 21 exemplary programs. Issues identified were populations served, barriers and needs, funding policy, coordination and cooperation, planning, delivery system's organizational structure, and others. The project found that over 40 percent of the adults and 42 percent of the juveniles were involved in vocational education programs. The most critical barriers were related to lack of a policy, comprehensive programs and appropriate funding, and program isolation. The adult-level personnel need was greatest for vocational teachers. Improved interagency coordination and cooperation was one of three recommendations. Tables, but no references, are supplied.
