The Hawaii Paroling Authority is a quasi-judicial body which is attached to the Department of Social Services and Housing with the tasks of establishing minimum prison terms, granting and revoking paroles, providing for parole supervision, and arranging for parole status changes. During 1977-78, the Authority held 311 formal hearings, set minimum terms of imprisonment for 115 prisoners, decided to grant or deny parole for 149 persons, and to revoke parole for 47 persons, and made 146 administrative decisions. Other activities included action to suspend paroles in 16 cases in which the whereabouts of the parolees were unknown and consideration of progress reports or delinquent reports on various parolees in need of careful monitoring. During the year, the per capita cost of supervising one parolee was $679.75 or $1.86 per day. The number of paroles granted was down from the previous year as was the number of persons whose prison terms were reconsidered.
