This executive summary synthesizes the eight-volume final report of the Criminal Justice Human Resources Planning Project, which developed a computerized information system designed to give criminal justice agencies immediate access to information needed for human resource development and use.
Abstract
The information system, developed at Sam Houston State University, has provisions for four types of data needed for personnel planning: (1) conventional bibliographic -- books, journals, government documents, etc.; (2) extant agency data -- information found in criminal justice agencies, such as technical reports and policy statements; (3) numeric -- data on employment and personnel, revenue and expenditures, crime reports, etc.; and (4) legal -- legal reference material, including administrative law, statutory law, and case law. The system is designed to accommodate four general types of decisional inquiries: inquiries on specific issues, complex problems, document content, and research. Part of the project involved the development of an Interactive Effects Model to provide a framework for human resources planning. The purpose of the model is to provide policymakers, administrators, and planners with a tool for examining the implications of various personnel actions. The use of the Interactive Effects Model is illustrated in decisions bearing upon volunteer recruitment, affirmative action, a hiring freeze, the use of part-time personnel, and recruitment and selection planning. System tests are applied to the following problems: (1) effect of unionization versus nonunionization on police wage determination, (2) an exploratory and descriptive analysis of grievance procedures, (3) a national analysis of law enforcement selection requirements, and (4) the impact of unionization on correctional officers.
