Atlanta's Bureau of Police Services' Management Development Program (MDP) -- a model police management assessment and development program to be replicated in other police agencies -is described.
Abstract
Specific project objectives were (1) to assess the human resource needs of the Bureau of Police Services at the management level, (2) to produce a plan for the development of human resources at the management level, and (3) to develop a model process to accomplish this assessment and development which may be adapted by other police agencies. The development and implementation of a work plan produced mandatory 3-year management training modules based on current and future job requirements. The three modules covered basic managerial requisites, rank role and responsibilities, and advanced Bureau management. The MDP also provides for the rotation of assignments throughout the Bureau to increase a manager's understanding of total Bureau operations and departmental interdependence. Further, the MDP includes performance assessment through performance contracts, including identifying specific job tasks, requirements, expected contributions, and documention actual versus planned performance, with suggestions for improvement of each item assessed. Elements identified for assessment include current job tasks and activities designed to contribute toward the Bureau's achievement of its current and longer-range objectives. Appended are current and future manager position profiles and forms for incumbent manager assessment. (Author summary modified)
