This report presents the main events and developments in the Scottish Prison Service in 1980, along with relevant corrections statistics.
Abstract
The average daily population in Scottish penal facilities in 1980 was 4,860, somewhat higher than in 1979. The system's overall capacity is over 5,000. The Bail (Scotland) Act of 1980, which substitutes for money bail a system of bail on conditions, began operating on March 31, 1980, but it is too soon to tell if the act has reduced the number of remand inmates. During the year, inmates and staff have undertaken a wide range of community projects, which is part of the service's emphasis on the value of community service as part of inmates' treatment and training. The report discusses inmate employment, education, vocational training, physical training and recreation, and camping; religious activities; social work; and the involvement of outside agencies. Health and hygiene, security, personnel matters, and financial matters are also mentioned. Tabular data are appended.
