The program has been moderately successful over the 8 years of its existence in reducing levels of crime, notably burglaries and robbery. Although LEAA has been accused of being too political and bureaucratic, the agency faces the difficult task of dealing with a wide variety of agencies and statutes that have nothing to do with its mission. LEAA plans to improve its crime control efforts by focusing prosecution efforts on the habitual offenders responsible for the bulk of crimes committed and by diverting lesser offenders from the judicial process. Coordination among police, prosecutors, and courts is needed. LEAA can influence the courts' willingness to cooperate because many courts receive LEAA funding for their projects.
