The course covers a discussion of command and control authority and responsibilities, collocation of civil and military command elements, establishment and operation of joint operation centers, and integration of augmented communications systems. It is expected that as a result of the course, participants will be able to recognize the advantages and applicability of command and control responsibilities by collocating civil and military command elements and appreciate the necessity to integrate and augment communications systems. Comments are provided for the instructor on main discussion points. Primary themes are summarized in question and answer form, and generous use is made of slide presentations. Aspects of command and control authority and responsibilities considered are the establishment of procedures and command relationships, the determination of jurisdictional and legal authority, and the identification of financial considerations. The advantages of collocation of civil and military command elements considered are recognition of problem areas, mutual coordination and liaison, maximization of communications, coordination of combined operations, mutual support of assigned areas, psychological advantage, centralized data input location, and mutual appreciation of lessons learned.
