This manual provides guidance for Army commanders and their staffs in preparing for and participating in civil disturbance control operations and providing support in disaster relief operations.
Abstract
Topics covered are policies and legal considerations and the organization, planning, training, and operational techniques and tactics required for employing units in civil disturbance control operations and the support of disaster relief operations. The introductory chapter includes a section on group behavior, which discusses group types and characteristics, agitators' techniques, and mob action. Basic policies for the use of military forces in domestic civil disturbances and disasters are then outlined, and particular attention is given to the military commander's relations with other authorities and the dissemination of public information. Following consideration of organization and leadership in the control of civil disturbances. The chapter on planning for control of civil disturbances covers personnel planning, intelligence planning, logistics planning, and operations planning. Aspects of operational techniques and tactics discussed are general operational considerations, containing and isolating the area, operations in built-up areas, arson and protection of firefighters, antilooting measures, antisniping measures, riot control formations, riot control agents, relief procedures, and termination. Planning and training for disaster relief operations are considered, along with operations in disaster relief. The appendixes discuss the use of riot control agents, martial rule, crowd and mob behavior, and checklists for civil disturbances. About 120 references are provided.
