Based on experiences in Utah, the management of the systemwide deinstitutionalization of juvenile offenders is described, along with the creation of relatively less restrictive placement and treatment options.
Abstract
The Utah case study was selected to show the immediate practical impacts of various management methods on the functioning of an actual corrections system. This approach is intended to provide a basis for generalized application of the Utah experience with juvenile deinstitutionalization and to make the methods of analysis relevant to corrections managers. The analysis suggests that a comprehensive management strategy entails the development of the following four interrelated components: (1) a set of policy objectives to guide system performance; (2) a political and public relations strategy to legitimize the need for changes within the system, ensure access to adequate public and private funding, and provide means to acquire the support of community leaders; (3) an evaluation and resource planning process to assess the functioning and define the range and mix of services to be offered through the system and to create the organizational and structural tools needed to allocate resources; and (4) administrative systems and procedures to ensure rational case-by-case management of referral networks, to define personnel systems, to administer procurement of services, and to evaluate and promote quality throughout the system. Management strategy for each of the foregoing major components is described in the areas of the general importance, role, and timing in the reform of a corrections system; the tools and methods that proved useful; and an evaluation of the strategy's successes and failures in meeting objectives and observations on application to other States.
