Presidential Hills, a community with a high burglary rate, lacked any type of community organization or association at the start of the Jackson Community Crime Prevention Program (JCCP). This required the crime prevention specialists to go door-to-door and also patrol the neighborhood with the beat officers to expose crime prevention personnel to the neighborhood. Persons who readily accepted the proposed program acted as hosts for neighborhood crime prevention meetings. Residents throughout the community responded to the three phases of the JCCP: Neighborhood Watch, Operation Identification, and premise security surveys. At the neighborhood meetings, block captains and cocaptains were selected, their roles defined, crime prevention literature distributed, and a host and time set for the next meeting. After the second meeting, the block club was officially formed. The crime prevention specialists, known as the block organizers, also acted as mediators between the police and citizens. Block captains and cocaptains were trained by the JCCP staff. They were given a manual and materials to be used in organizing blocks. Block organizers were trained at various crime prevention institutes. Appended are statements of problems, goals, and strategies focused on by JCCP, a junior high school crime prevention program, and copies of program newsletters.
