Participants perform a role-playing exercise in which a hypothetical police chief presents a progress report on his agency's equal employment opportunity plan (EEOP) implementation. EEOP 'compliance advisors' evaluate the plan.
Abstract
The agency's statement is characterized by generalities and ideological affirmations. The evaluators pinpoint its compliance shortcomings and contradict its nondiscriminatory contentions. They point to the role of statistics (on agency personnel, deployment schedules, service population, etc.) as a means of ascertaining the extent of an agency's compliance. The evaluators interrogate the chief on his agency's recruitment thrust, testing procedures and their applicability to police work, and the use of women in patrol. They point out which agency practices one vulnerable to litigation and suggest changes to bring them closer to the interest of the law. Finally, participants are given handouts that illustrate minority recruitment devices (posters, etc.) and other materials. An orientation to the remainder of the training program is presented.
